一九八六年的最后一天,到处已是欢庆新年的喜庆气氛。下午一时三十分,记者如约前往市委大楼,请中共北京市委副书记金鉴同志谈谈北京市干部制度改革的一些情况。 金鉴同志说,邓小平同志在一九八○年《党和国家领导制度的改革》的报告中,就明确提出了干部制度改革的问题。北京市也是在一九八○年底,即开始根据中央的一系列指示,酝酿、试行、探索和实施着干部制度改革。这项工作已进行了整整六年了。
