2004年9月14日,教育部等七部门联合印发了《教育部等七部门关于进一步加强职业教育工作的若干意见》,明确提出“高等职业教育基本学制以二年制为主,中等职业教育基本学制以三年为主”的改革原则。但学制改革不是简单的时间长短问题。教育教学改革受到职业教育体系和机制的制约,其中生源入口和国家职业资格及就业准入制度就是两个重要方面,必须引起高度重视。
