文章分析了科研规划质量与实践性的关系，提出抓好制定规划的各个环节，提高科研规划质量，建置“科研规划督导小组”，保证监督规划目标的实施。增强基础研究计划调控，促使其与应用研究的衔接平衡，提出了改进自然科学基金“专家管理制度”，倡导“第六专家”参与的民主计划平衡思想。
The paper analyzes the relationship between the quality of scientific research planning and practicality, puts forward to do a good job in all aspects of the planning, improve the quality of scientific research plan, establish “scientific research planning steering group” to ensure the implementation of the objectives of supervision and planning. Strengthen the regulation and control of basic research programs and promote its balance with applied research, put forward the idea of improving the “expert management system” of the NSFC and advocating the “six experts” participation in the democratic planning.
