从理论上讲,WTO规则对所有的成员是一视同仁的。但实际上,对于经济发展水平不同、经济规模不同的成员,WTO规则的具体执行却会造成截然不同的影响。作者从发展中国家自立型产业成长的角度具体分析了WTO规则对落后国家的限制以及这种限制的影响。研究的基本发现是:在WTO规则下,发展中国家越来越难以发展起自立型产业及产业体系,现有的产业也很容易被转型或替代,并演变成为发达国家产业国际扩展或转移的场所。
In theory, WTO rules are the same for all members. In fact, however, the specific implementation of the WTO rules can have quite different effects on members with different economic development levels and different economic scales. From the perspective of self-sustaining industries in developing countries, the author analyzes in detail the limitations of WTO rules on backward countries and the impact of such restrictions. The basic findings of the study are: under the WTO rules, it is increasingly difficult for developing countries to develop self-supporting industries and industrial systems, and the existing industries can easily be transformed or replaced and evolved into the international expansion or transfer of industries in developed countries place.
