开展仲裁工作是新形势下解决农村土地承包纠纷的有效途径和重要手段,也是当前和今后一个时期农村经营管理部门的重要职责。近年来,河南省驻马店市农经站认真贯彻落实《农村土地承包法》,在筹建仲裁庭,完善仲裁制度,严格仲裁办案程序等方面进行了大量探索和实践,积极指导有关县区依法开展仲裁工作。目前,全市建立省级农村土地承包纠纷试点示范庭1个,市级仲裁示范庭3个,共接待土地承包纠纷咨询和上访案件380多起,立案仲裁78起,其中庭前调解43起,开庭审理35起。仲裁工作的开展,有效地化解了农村土地承包纠纷,维护了农民的土地承包经营权和农村社会稳定,促进了农村经济发展,推进了全市社会主义新农村建设进程。
Carrying out arbitration work is an effective way and an important measure to solve rural land contract disputes under the new situation. It is also an important duty of rural management departments at present and in the future. In recent years, Henan Province Zhumadian Nongjing Station conscientiously implement the “Rural Land Contract Law” in the preparation of the arbitration tribunal, improve the arbitration system, strict arbitration procedures and so on a lot of exploration and practice, and actively guide the relevant counties and districts to carry out arbitration according to law jobs. At present, the city has set up one pilot demonstration village of provincial-level rural land contract disputes and three city-level arbitration demonstration courts, receiving more than 380 cases of consulting and petitions for land contract disputes and 78 cases of arbitration, including 43 cases of court mediation before court 35 trials. Arbitration work to effectively resolve the rural land contract disputes, safeguarding the peasants’ land contract and management rights and social stability in rural areas, and promote the development of rural economy, and promote the process of building a new socialist countryside in the city.
