在大开发的第二个十年,西部地区已进入了“兴产业”的重要发展阶段。2012年4月,总投资300亿美元的韩国三星芯片项目正式落户陕西,这是改革开放后中西部地区最大的外资项目。据测算,仅项目一期投产后,每年进出口值将达到200亿美元,三期全部投产后,每年进出口值将增至600亿美元,拉动全省进出口值激增5倍。对此,西安海关关长徐蔚葳表示,引进国际知名企业产业转移、承接发展加工贸易,是西部地区提升对外开放度、实现开放型经济“弯道超车”的重要途径和关键抓手,海关将助力加工贸易加快从东部向西部梯度转移,推动西部大开发、大发展。
