诚信是市场经济的灵魂,是市场经济正常运行的基础。现代市场经济是从政府到民间在经营、管理、交易等活动中讲信用的经济,是用严密的法律、制度规范各种信用关系的经济。近年来,社会上一度出现的制假售假、偷税漏税、经济欺诈、恶意逃废债务、虚假统计、夸大宣传等现象,扰乱了市场秩序,败坏了社会风气,引起了全社会的普遍关注。信用失衡轻则增加交易成本,导致经济运行效率低下,重则败坏社会风气,影响社会关系。加强社会信用建设,构筑社会信用体系,已经成为我国经济发展和社会进步的迫切要求。

An imbalance in credit, on the other hand, increases transaction costs, resulting in inefficient economic operations and, more importantly, corrupting social norms and affecting social relations. Strengthening social credit construction and building a social credit system have become the urgent requirements of China’s economic development and social progress.
