我提议,一是国家要在政策层面上鼓励发展融资租赁。二是燃油费改税应进一步完善,应把所有收费转成税,以减轻航运企业负担。三是鼓励企业在国际上进行兼并重组,充分利用境外资源。四是加强战略资源储备,增强市场能力。五是注意保护资本市场的融资功能。六是要加大基础设施建设投资,适当放宽限制。
I propose that first, the state must encourage the development of financial leasing at the policy level. Second, taxation of fuels should be further improved, and all charges should be converted into taxes in order to reduce the burden on shipping companies. The third is to encourage companies to merge and restructure internationally and make full use of overseas resources. The fourth is to strengthen strategic resource reserves and enhance market capabilities. Fifth, pay attention to the protection of the capital market’s financing function. Sixth, we must increase investment in infrastructure construction and appropriately relax restrictions.
