招远县位于胶东半岛,属烟台市,经济比较发达,教育基础较好。但由于种种原因,初中毕业后的升学竞争十分激烈。面对“片追”现象,我县曾采取过一些措施,如,1984年制定了《招远县克服片面追求升学率的十条规定》,从学生在校时间、考试次数、课外作业量等方面作了规定,并将开齐学科、辅导差生等工作纳入学校责任制进行考核。然而,这些“堵”的办法收效甚微,“片追”现象仍然屡禁不止。我们经过反复调查和认真思考,认识到:要解决好初中校“片追”问题,必须从改革高中招生制度入手,使之起到良好的导向作用。我们总结了我县自1983年以来推行学校工作岗位责任制和对学校工作全面评估的经验教训,认识到教育行政部门对学校工作的评估指导,有着优化教育管理、调节教育运行机制的作用。如果把评估结果与高中招生挂钩,有可能把学校从“片追”引导到全面贯彻教育方针的轨道上来。
Zhaoyuan County, located in Jiaodong Peninsula, belongs to Yantai City and enjoys a relatively developed economy and a good education foundation. However, for various reasons, the competition for further studies after graduating from junior high school is very fierce. After repeated investigations and careful consideration, we have realized that we must start with reforming the system of high school enrollment so as to make it play a good guiding role in resolving the issue of seeking flak in junior high schools. We summed up our county since 1983, the implementation of the school job responsibility system and a comprehensive assessment of the work of school experience and lessons learned that the educational administration assessment of school work guidance, with the optimization of education management, regulating the operation of the role of education. If the assessment results linked to high school enrollment, it is possible to guide the school from “chase” to the track of the full implementation of the education policy.
