随着我国新型工业化、城镇化步伐的推进,越来越多的土地被依法征用,更多的农民将离开土地,农转非人员的就业和社会保障是一个不可忽视的问题。特别是在当前就业竞争压力增大、社会保障制度还不十分健全的情况下,土地一旦被征用,农转非人员的生活就意味着失去了基本保障,就客观存在着“种田无地、就业无岗、低保无份”的现象。解决农转非人员的出路,妥善安置农转非人员就业,不仅是当前解决农村问题的一个难点,也是一个社会性问题,事关社会稳定。为了进一步了解并反映当前失地农民的现状,让各级各部门更多地关注失地农民的就业和生活保障问题,重庆市黔江区进行了专题调研。调研采取全面调查与典型相结合的方法,深入了解失地农民生活状况以及他们的困难和要求。

To solve the problem of non-agricultural population and to properly arrange employment of non-agricultural personnel is not only a difficult task for solving the rural problems at present but also a social issue that is related to social stability. In order to further understand and reflect the current status quo of land-lost peasants, so that all departments and departments at all levels pay more attention to the employment and livelihood security of landless peasants, a special survey was conducted in Qianjiang District, Chongqing Municipality. The survey adopts a comprehensive survey and typical methods to deeply understand the living conditions of landless peasants and their difficulties and demands.
