由于现有规范关于隧道安全方面的表述不多，在具体工程建设中，设计人员要么设防标准太高，致使工程建设浪费；要么安全设防等级太低，甚至没有安全设防，造成严重安全隐患。从以往公路隧道工程建设与运营管理经验来看，很多交通事故和交通灾害都是由安全设防标准不当造成的。因此，对公路隧道安全隐患的预防，首先必须进行安全等级与设防标准的研究，有了安全等级与设防标准，建设与运营才能做到有据可依。
Due to the lack of expressions on tunnel safety in the existing codes, designers are either set too high in terms of fortification standards, resulting in waste of construction projects. Otherwise, the level of safety fortifications is too low or even there is no safety fortification, which poses a serious security risk. From the past highway tunnel construction and operation management experience, many traffic accidents and traffic disasters are caused by improper security fortification standards. Therefore, the prevention of potential safety hazards in highway tunnels, we must first study the safety level and fortification standards, with the safety level and fortification standards, construction and operation can be well documented.
