《中共中央关于加强社会主义精神文明建设若干重要问题的决议》提出:“必须建立起党委统一领导、党政主要领导亲自抓、各方面分工负责的领导体制和工作机制,克服在实际工作中忽视精神文明建设的现象。”在改革开放和发展社会主义市场经济条件下,建立和完善精神文明建设的工作机制,既是理论问题,又是实践问题,事关精神文明建设以及整个社会主义现代化建设的大局。只有建立起完善的工作机制,才能保证精神文明建设持续、快速、健康地发展,形成两个文明协调发展的局面,实现党的十四届五中、六中全会提出的宏伟目标和各项任务。
