土地改革是我黨在新民主主義革命階段中的基本政策。只有澈底實行土地改革,真正達到耕者有其田,佔全國人口百分之八十以上的農民才能解放,障礙中國社會經濟發展的封建制度才能肅清,帝國主義侵略中國的社會基礎才能剷除,中國農業生産才能大大發展,工商業才能繁榮,國家工業化的基礎才能確立,民主自由才有保證,独立富强自由統一的新中國才有前途。所以,土地改革政策不懂我黨我軍應該貫澈,凡是爱國黨派與愛國軍人者應該共同努力;不僅工人農民及一切勞動人民應該擁護,工商業家也應該贊成。就是對地主而言,土地改革是廢除封建剝削的土地制度
Land reform is the basic policy of our party in the stage of the new-democratic revolution. Only by practicing the land reform thoroughly can we truly reach the goal of allowing the peasants to have their land available. Only peasants who account for more than 80% of the entire population can liberate themselves and the feudal system that hinders the social and economic development of China can be eliminated and the social foundation of imperialist aggression against China can be eradicated. The great development of productive capacity can the industry and commerce prosper and the foundations of industrialization of the country can be established. Only in this way can democracy and freedom have the guarantee that a new China with independent, prosperous and strong unification will have a future. Therefore, the policy of agrarian reform should not understand that our party and army should make clear that all patriotic parties and patriotic military personnel should work together; that not only the worker peasants and all working people should support them, but the business people should also agree.
