江泽民总书记在2001年“七一”重要讲话中强调:“所有党员干部必须真正代表人民掌好权、用好权,而决不允许以权谋私,决不允许形成既得利益集团。”这是在新的形势下对党员干部提出的要求和希望。在石油企业持续重组、内部改革不断深化的情况下,大力推行股份制,是在新时期加强对领导行为的监督、促进企业领导“以权谋公”、建立规范企业领导行为的有效机制的重要保证。
