目前,国务院下发的《关于第六批取消和调整行政审批项目的决定》,明确将商品房预售许可审批权下放到“设区的市级、县级人民政府房地产管理部门”。北京市房协秘书长陈志表示,下放审批权无关楼市调控政策。但被喻为房地产市场制度基石之一的商品房预售制度的改革仍牵动了当下公众的脆弱神经,部分人士也担心这有可能成为变相提升房价的诱因。
At present, the “Decision on Canceling and Adjusting the Administrative Examination and Approval Items of the Sixth Batch” issued by the State Council explicitly delegates the examination and approval authority for the pre-sale of commercial houses to the real estate management department of the municipal and county-level people’s governments that set up districts. Chen Zhi, Beijing Municipal Association of Housing Secretaries said that decentralization of the approval of the property market has nothing to do with control policies. However, the reform of pre-sale housing system, which is regarded as one of the cornerstones of the real estate market system, still affects the fragile nerves of the present public. Some people are also worried that this may become an incentive for housing prices in disguise.
