Under the traditional planned economy system, the “low-wage, high-employment” mechanism of state-owned enterprises has caused excessive overstaffing of state-owned enterprises, overburdened enterprises, and reduced economic benefits. Whether or not this issue can be resolved has a great deal to do with the success of the reform of state-owned enterprises and the reform of the entire economic system. In this regard, the report of the 15th National Party Congress pointed out: “The implementation of mergers and acquisitions encourages mergers and acquisitions, standardizes bankruptcy, diverts work, reduces staff, increases efficiency, and reemployment projects, and forms a competitive mechanism for the survival of the fittest and the fittest of the enterprise.”
