冶金部科技办公室于1980年6月16～20日在哈尔滨召开了冶金科技成果及发明工作座谈会。会议传达和讨论了国家科委最近召开的发明工作座谈会精神;对冶金科技发明项目的清理、申报工作做了具体安排,提出明确的要求。关于清理范围,会议认为,凡目前仍符合发明奖励条例而过去未申报的所有发明项目,均属清理之列,但对于认识客观世界的新发现、新理论,则不属于发明之列,应按《中华人民共和国自然科学奖励条例》办理。
