三年来的基本建设工作是有成绩的:首先是使接管下来的旧工矿企业得到整顿、改建和扩建,使过去只能修配和制造零件的工厂变为能制造机器,增强了工业的独立性;同时还建设了新的工厂,兴办了治淮,导沂、导沭等重大水利工程,并进行了农业、交通、文教、卫生等各项事业建设,使整个国家经济、文化事业得到了新的发展与提高。但在过去的基本建设工作中,也存在着某些盲目兴建、急于求成,草率从事等严重的缺点和错误,会造成国家资财的浪费与损失。三年来的事实证明:基本建设工作绝不是单纯的经济、技术问题,绝不是某一部门的狭隘的业务工作,而是关系整个国家经济文化事业发展前途的重要政治任务之一,应当把它提高到与生产同等重要的地位,某些企业、事业部门还应将基本建设列为第一位的工作,从思想领导直到设计施工,都应很好地加以掌握,只有如此,才能顺利地先成今后基本建设的重大任务。为此,本委会特作如下指示:
