2002年4月8日黑龙江省物价局向各地、市、县物价局,省家垦物价局下发了黑价经字[2002]71号通知,通知指出:现将《国家计委关于免征粮食、棉花及大米农产品铁路建设基金的通知》（计价格[2002]463号）转发给你们,并将有关事宜通知如下: 各铁路运输企业要严格执行国家计委的通知规定。任何单位或个人不得向运输大宗农产品征收铁路建设基金。各地物价检查机构对不执行本通知规定,继续对列入免征范围的粮食、棉花征收铁路建设基金或铁路地方建设附加费,以及其它价格违法行为,要依法及时查处。
