在继续推进社会主义民主政治建设、保障改革开放总方针贯彻执行过程中,加强对县以上领导干部的管理监督,是保证党和国家的根本利益、铲除官僚主义、提高行政效率的需要。建党以来,特别是党的十一届三中全会以来,我们虽然在干部管理监督工作上积累了丰富的经验,形成了一套行之有效的方法,但是随着我国政治、经济体制改革的不断深化,现行干部管理监督工作在体制、机制和制度等方面的不适应性日渐突出。不久前,中共昆明市委组织部课题组进行了问卷调查,调查显示,目前对县以上领导干部管理监督存在的问题:一是部分领导干部思想政治素质不高,极少数领导干部政治信仰不坚定,部分领导干部从政品德令人担忧;二是现行领导
