2009年国务院出台《船舶工业调整和振兴规划》明确支持企业兼并重组,到前不久工信部、财政部、国家发改委等12部委联合发布《关于加快推进重点行业企业兼并重组的指导意见》,再次强调船舶工业要兼并重组,并制定出具体时间表及目标,可谓政令频出,力度逐渐加大。然而,与之相反的是,企业层面却表现得不够给力,导致船企兼并重组之路阴霾密布,举步维艰。
In 2009, the State Council promulgated the “Shipbuilding Industry Adjustment and Revitalization Plan” to explicitly support the merger and reorganization of enterprises. Not long ago, 12 ministries and commissions such as the Ministry of Industry and Information Technology, the Ministry of Finance and the National Development and Reform Commission jointly issued the Guiding Opinions on Accelerating the Merger and Reorganization of Key Industries and emphasized the importance of shipping Industry to merger and reorganization, and to develop a specific timetable and goals, can be described as frequent government decree, and gradually increase the intensity. However, on the contrary, the performance at the enterprise level is not enough to force the shipping companies to merge and reorganize the roads in a cloudy and difficult situation.
