最近我们对宁武县部分乡镇作了调查,普遍反映村级干部积极性日趋下降,不少村干部思想波动,工作被动,队伍浮动。据调查,安心工作积极负责的约占30%,处于被动、勉强、应付状态的占50%,有20%的处于瘫痪状态,实际不起作用。造成村级干部积极性下降的原因是多方面的。一是工作难度大。村干部普遍认为实行联产承包后,农村工作有四难:组织群众活动难,社会性用工难,完成上交提留难,推行计划生育难。有的人还编了顺口溜:“一怕扛大锹(修水利),二怕肚子高(计划生育),三怕招新兵,四怕两上交(提留、征购),工作难度的增加影响了干部的积极性。
