深化竞争类国有企业集团改革,是中央、国务院分类推进国有企业改革的战略部署。在改革模式、改革的重点内容、母子公司联动改革方面做有益的探索,既是政府部门制定方案之需要,也是竞争类国有企业集团自身进行深化改革谋划之必要。本文通过对企业集团层面改革模式的分步实施、改革的重点工作、母子公司的整体性改革的思考,为深化国有企业改革工作的组织实施提出建议。
Deepening the reform of competitive state-owned enterprise groups is a strategic arrangement for promoting the reform of state-owned enterprises categorized by the Central Government and the State Council. The exploration of the mode of reform, the key contents of the reform, and the joint-stock and parent-subsidiary reform are not only the needs of the government departments to formulate the plan, but also the necessary for the reform of the state-owned enterprise groups themselves. This article, through the step-by-step implementation of the reform mode at the enterprise group level, the key work of reform and the holistic reform of mother-subsidiary companies, puts forward suggestions on how to deepen the organization and implementation of the reform of state-owned enterprises.
