通过对办刊理念、人才、机制、经费等方面的综合分析,认为我国多数科技期刊体制改革难点为生存基础薄弱、缺乏直接转企改制的必要条件。改革存在难点的根本原因:科技期刊特别是学术期刊的本质属性使其市场生存状态具有特殊性,这种特殊性导致学术期刊不宜也无法以营利为主要目的,这是生存基础薄弱的“先天性因素”;长期以来形成的办刊体制导致发展问题丛生,这是造成生存基础薄弱、改革难以推进的“后天原因”。本文旨在提出问题,分析原因,引起业界对科技期刊体制改革的关注和对具体改革方案的探讨。
Through a comprehensive analysis of the concept of running a journal, personnel, mechanism and funding, it is considered that most of the scientific and technological journals in our country have the weak foundation for their system reform and lack the necessary conditions for their direct transfer to the system of restructuring.
