本文选取中国中部地区、也是中国经济中等发达水平的湖南省,采取入户问卷调查的形式,对农民职业培训进行了比较全面的调查,包括农民对于职业培训的认知、培训意愿和形式内容等方面的诉求、财政补贴的作用、职业培训对农民就业和收入等的影响。还在对调研数据进行处理的基础上进行了计量分析,显示:学历、是否获得补助、教师团队素质、教学设施、考核的作用、工作预期、是否推荐工作、是否会提高收入是影响农民参与职业培训意愿的8个显著因素。在政府的支持下,我国农民职业培训已经取得了较大的成就,但仍存在供给与需求、数量与质量等多重矛盾。建议:政府加强对相关职业培训的监管、优化培训方式和内容,并且对未参与普通高中学习或其他进一步学习的初中毕业生,实施职业培训义务教育。
This paper selects Hunan Province, which is a middle-level economy in China and a moderately developed economy in China, and conducts a questionnaire survey in rural areas to conduct a more comprehensive investigation of farmer vocational training, including farmers’ awareness of vocational training, their willingness to train and their contents. The demands of the government, the role of financial subsidies, the impact of vocational training on the employment and income of peasants. Metrological analysis is also conducted on the basis of the survey data, which shows: whether the academic qualifications, whether to obtain subsidies, the quality of the teachers’ team, the teaching facilities, the role of assessment, job expectations, whether to recommend work, whether raising the income will affect the participation of farmers in occupations Eight significant factors of training will. With the support of the government, farmer vocational training in our country has made great achievements, but there are still multiple contradictions such as supply and demand, quantity and quality. Suggestions: The government should strengthen the supervision over relevant vocational training, optimize the training methods and contents, and implement vocational training and compulsory education for junior high school graduates who did not participate in general senior high school or other further studies.
