近年来,互联网租赁自行车即共享单车在我国快速发展,更好地满足了公众出行需求,在解决城市交通出行“最后一公里”问题、缓解城市交通拥堵、构建绿色出行体系、推动分享经济发展等方面发挥了积极作用。但也存在车辆乱停乱放、车辆运营维护不到位、企业主体责任不落实、用户资金和信息安全风险等问题。为了鼓励和规范互联网租赁自行车发展,经国务院同意,交通运输部等10部门联合出台了《关于鼓励和规范互联网租赁自行车发展的指导意见》。
