这届修志工作,有一个特点,就是部门承担修志任务.修志机构的总纂是在部门写出初稿的基础上进行的.这样做,自有其优越之处,但也有不足,就是有些没有部门管理的事情往往缺载.如旧社会的行帮组织很少有记载的.象丐帮,是旧社会较普遍存在的社会现象,有的地方叫“乞丐处”,俗称“花子房”.编者查阅黑龙江、陕西、四川、河南、贵州等9省24部市县志,仅《遵义县志》记述了丐帮,现将该志第五十章帮会第三节的第三目“丐帮”刊载于下,供志书编写者参考,并借以引起对记述此类社会现象的重视.
