近年来我国面临突发事件频发的极为严重的现状,《中华人民共和国突发事件应对法》的颁布实施对我国的应急管理具有重要的意义,为政府有效应对危机和提高行政能力开辟了一条新途径,同时对政府各方面的建设也提出了严峻挑战。本文从贯彻落实该法,政府应强化主体意识、加强依法行政、实施人才资源的培训开发和推进政府信息公开的角度,提出了政府在应对突发事件过程中提高行政能力的若干建议。
In recent years, our country is facing an extremely serious situation of frequent incidents. The promulgation and implementation of the “Law of the People’s Republic of China on Handling Incidents” is of great significance to China’s emergency management and opens up a new chapter for the government to effectively deal with the crisis and improve its administrative capacity New ways, meanwhile, it also poses a severe challenge to the construction of various aspects of the government. This article from the perspective of implementing the law, the government should strengthen the awareness of the subject, strengthen the administration according to law, the implementation of training and development of human resources and promote the openness of government information, put forward some suggestions on how to improve the administrative ability of the government in response to emergencies.
