改革开放以来 ,我国东西部地区经济发展差距不断拉大。这种现状固然与国家预算内投资向东部地区的倾斜和给予经济特区、沿海开放地区大量优惠政策有关 ,但更深层次的原因则在于东西部地区制度演进上的差异。即改革开放政策与东部地区原有的商品经济意识相结合 ,带来了与市场经济相适应的各方面体制的变革 ;与之相比 ,西部地区在投融资体制、行政管理体制等方面制度变革的进程则要缓慢的多。
Since the reform and opening up, the disparities in economic development in the eastern and western regions have been widening. Although this state of affairs is related to the tilt of investment in the state budget toward the eastern region and the large number of preferential policies granted to special economic zones and open coastal areas, the deeper reason lies in the differences in the evolution of systems in the eastern and western regions.
