国务院各有关部门、省(自治区)、直辖市、计划单列市、建筑业(工程建设、施工企业)协会: 为认真贯彻党的十六大精神,适应企业管理发展新趋势和我国经济发展新阶段的要求,进一步落实党中央、国务院提出的“企业改革、改组、改造同加强管理相结合”和“制度创新、技术创新、管理创新并举”方针,引导工程建设企业、事业单位进行管理创新,推动企业改制,结构调整和产业升级,增强竞争力,在更大范围和更高层次上参与国际合作和竞争,促进企业改革和发展,为全面建设小康社会,实现“十五”计划纲要作出新的贡献。经研究决定,开始进行第七届全国工程建设企业管理现代化成果申报工作。现将有关事项通知如下:
