去年初,徐州市工业经济遇到严重困难。到当年的5月,全市470家地方工业企业实现利润倒挂2047万元,亏损企业201户,亏损面达43％,亏损额7893万元,全市14个工业局(公司)有9个出现全公司(局)亏损,6县(市)有4个县利润倒挂,全市58户大中型工业企业有22户跌入亏损行列。在严重困难面前,是“花钱买平安,输血搞抢救”,还是在深化改革中求生存、求发展?通过反复学习中央七中全会精神,联系实际,分析经济工作深层次的矛盾,在全市上下逐步形成共识:不等不靠不埋怨,要靠改革渡难关。在调查研究的基础上,全市首先统一了认识:良好的内部机制才是企业活力的源泉;吃大锅饭最终会吃不上饭,企业要打翻身仗,
At the beginning of last year, Xuzhou’s industrial economy encountered serious difficulties. By May of that year, 470 local industrial enterprises in the city had realized profit inversion of 20.47 million yuan, 201 loss-making enterprises, 43% of losses, 78.93 million yuan of losses, and 9 companies in 14 industrial bureaus (companies) across the city.
