利用跨国公司在东道国的“技术溢出”效应获得先进的技术,是大多数发展中国家引进外资尤其是大型跨国公司投资的重要目标之一。然而,对于跨国公司来说,技术优势又是其获得垄断地位或竞争优势的关键。因此,为了保持其在关键领域和核心技术上的领先地位。他们也会采取相应的手段进行技术垄断与控制,防止技术的过度扩散,以充分发挥其垄断优势获取高额回报。因此,对于中国来说,就要采取有效的应对措施提升跨国公司的技术溢出效应。
