全国人民代表大会常务委员会:我受国务院委托,现对《关于设立烈士纪念日的决定(草案)》作说明。根据中共中央办公厅、国务院办公厅、中央军委办公厅《关于进一步加强烈士纪念工作的意见》提出的“研究设立烈士纪念日”的要求,民政部、国务院法制办经过反复研究论证和广泛征求意见,拟订了《关于设立烈士纪念日的决定(草案)》(以下简称草案)。草案已经国务院批准。现就草案的主要内容说明如下:
Standing Committee of the National People’s Congress: As entrusted by the State Council, I hereby explain the “Decision on the Establishment of a Memorial Day for Martyrs (Draft)”. According to the “Establishment of Martyr Memorial Day” proposed by the General Office of the CPC Central Committee, the General Office of the State Council and the General Office of the Central Military Commission, the “Legislative Affairs Office for the Establishment of Marties” was put forward by the General Office of the CPC Central Committee, the Legislative Affairs Office of the State Council after repeated research and demonstration Soliciting opinions and drafting the “Decision on the Establishment of a Martyr Memorial Day (Draft)” (hereinafter referred to as the draft).
