Wang Jintao, a driver of Jiaozuo Mining Machinery Factory in Henan Province, wrote a letter saying they had suffered a hard time sending large-scale equipment manufactured by the factory and applying for an overrun transport permit in the Shanxi Road and Administration Service Hall.
