一、要深刻认识学习贯彻监督法的重要意义,切实增强学习贯彻监督法的自觉性和主动性制定监督法的工作,从上世纪80年代中期六届全国人大开始酝酿到现在,经过七届、八届、九届、十届全国人大,前后20年,经历了一个从实践、认识、再实践、再认识这样一个积累经验、统一思想的过程。监督法由十届全国人大常委会第二十三次会议高票通过,来之不易,是集体智慧的结晶。制定监督法历时这么长,主要是因为这部法律政治性很强,涉及我国的政治制度和国家体制,涉及如何处理好加强人大监督与坚持党的领导的关系,如何处理
First, we must profoundly understand the importance of studying and implementing the Law on Supervision, and conscientiously strengthen the study and implementation of the law of self-awareness and initiative in monitoring law. From the beginning of the Sixth NPC in the mid-1980s to the present, after seven sessions, Eighth, Ninth, Tenth National People’s Congress, 20 years ago, went through a practice, understanding, re-practice, and then recognize such a process of accumulation of experience and unify thinking. The supervisory law passed by the top vote of the Twenty-third Session of the Tenth NPC Standing Committee is hard-won and is the result of collective wisdom. It is mainly because the law is so politically developed that it involves the political system and state system in our country and how to handle the relationship between how to strengthen oversight of the NPC and adhere to the party’s leadership and how to handle it
