河南省三门峡市两轮摩托车、机动三轮车营运秩序混乱由来已久,交通、城管等主管部门多次想进行整治,但始终下不了决心。2002年7月,三门峡市交通安全委员会成立,把这项整治工作提到议事日程。 深入调研,科学决策 三门峡市交通安全委员会首先组织建委、公安局、交通局、农机局、城管等部门,采取走访市民、发放调查问卷、抽样调查等方式进行调研。查明三门峡市区参与营运的两轮摩托车、机动三轮车有2600余辆,其中从事客运的2098辆,从事货运的390辆,残疾人专用车参加营运的112辆。两轮摩托车、机动三轮车分别由市交警支队、市农机局农机监理所、市建委城市客运管理处、市交通局运管处四家管理。
