日伪时期的南京郊、县农业状况以及日伪当局的农业政策是学术界以前较少研究的问题。本文依据日伪时期南京的档案、报刊资料及社会调查资料,第一次对1937年12月日军侵占南京到1945年8月日本投降,日伪统治南京八年期间,日军战火对农村地区的破坏,日伪当局在初期实施的农业掠夺政策和在后期实施的“农业增产运动”及其后果等,进行了全面的梳理与分析,指出日本的侵华战争与殖民统治给南京郊县农业带来深重的灾难,造成广大农民普遍的贫穷;绝大多数农民怀有对日伪当局强烈的仇恨,除了日耕夜作以维持起码的衣食外,绝不可能对农业生产激起热情与干劲;同时日伪各级政权官员普遍腐败,随着日伪统治的崩溃,他们的农业掠夺政策与“农业增产运动”也随之烟消云散。
