江苏省1986年以来,逐步建立健全了乡水利服务站,到1992年底,在全省2043个乡镇中,有2020个乡镇都相继建立了“水利管理服务站”。核定编制总人数8036人,其中干部2028人,工人6008人。定编指标已基本落实。在定编的人员中,具有各种技术职称的专业人员约占58%。随着乡水利站的不断壮大和经济实力的增强,管理服务人员也得到进一步充实,目前还有未进编的职工10200人,合计总人数达17544人,成为服务体系中的主体力量。在村一级,水利服务组织也有了发展。全省各种村级水利服务组织约有6万多个,有60万人,是服务体系中的一支重要力量。
