1984年,内蒙古交通厅党组选拨了一批德才兼备的中青年干部进入了厅属单位和厅机关的领导岗位,出身铁路工人家庭、1960年毕业于哈尔滨工业大学的陈宝岩就任了内蒙古汽车齿轮厂厂长。 内蒙古汽车齿轮厂始建于1958年。八十年代初,因老“解放”牌汽车换型,该厂生产的产品变得无人问津,产品大量积压,工厂不能正常生产,人心涣散。
