我在本刊今年第三期《关于农业保险现状与体制改革方案的思考》一文中提出:中国农业保险公司实行中央与地方分设机构的体制,各地方可根据自身条件和需要自行设立省、区、市农业保险公司,与中国农业保险公司建立业务对口管理和风险分保关系,县(市)一级以农村互助保险为主导建立经办机构。这是一种完全不同于商业性保险公司机构设置的体制构想。 第一、选择这种管理体制主要是根据中央十三届八中全会《决定》阐明的农村保险发展的指导方针,基于我国国情、财政体制和农业保险特点等综合考虑的。
