中共十七大创造性地提出走新型城镇化道路,并将其作为中国特色社会主义道路的五个基本内容之一。中共十八大又将其调整为经济结构的战略重点,并进一步强调“人”是新型城镇化建设的核心。围绕“人”这一主题开展新城镇化建设,需坚持以马克思的人本理念为指导,即强调新型城镇化建设应坚持以关注人的需求为前提,以实现社会的公平为保障,以打造生态城镇、文化城镇为重要内容,以促进人的自由全面发展、提升人的幸福感指数为价值诉求。
The 17th CPC National Congress creatively proposed taking a new road to urbanization as one of the five basic elements of the road to socialism with Chinese characteristics. At the 18th CPC National Congress, it was also adjusted to be the strategic focus of the economic structure and further emphasized that “people” is the core of a new type of urbanization. To carry out the new urbanization around the theme of “people”, we must insist on using Marx’s humanism as a guide, emphasizing that the new type of urbanization should adhere to the premise of paying attention to people’s needs and guaranteeing social fairness. To create eco-towns and cultural towns as an important content to promote the free and all-round development of human beings, enhance the index of human well-being as the value of the demand.
