目前黄河水被随意大量引出,使其维持本身自净和河流生态系统的生态用水越来越少,甚至连最基本的径流量都难以保证,出现长期断流。据统计测算,仅黄河下游的引黄工程设计能力达4403.5m~3/s,如山东省滨州地区境内143.9km的黄河河段有13处引黄工程。若全部打开黄河所有引黄工程,黄河既使有6000m~3/s流量也根本无法流入大海,而缺水的黄河只有汛期才会出现这样的流量。合
