随着经济全球化的不断发展,许多国家相继形成了带动经济发展的经济圈,为推动地区发展做出了很大的贡献。我国继长江三角洲经济圈和珠江三角洲经济圈后又形成了一大经济圈——京津冀都市经济圈,这将成为我国经济发展的第三级。2014年2月26日,国家主席习近平在北京主持召开了座谈会,高度重视京津冀的协调发展,指出要坚持优势互补,互利共赢,扎实推进,加快走出一条科学持续的发展路子来。可以看出,实现京津冀协同发展,是摆在国家和京津冀三地面前的一个重大课题,并将京津冀协同发展上升到国家战略。本文尝试从京津冀协同发展历程中梳理,分析参与主体的构成、功能,困境,从建立健全京津冀协同发展参与主体协调机制角度提出对策和建一议,为构建京津冀协同发展长效机制贡献绵薄之力。
With the continuous development of economic globalization, many countries have successively formed the economic circle that has brought economic development and made great contributions to promoting the development of the region. After the economic circle of the Yangtze River Delta and Pearl River Delta, our country has formed a major economic circle - the economic circle of Beijing, Tianjin and Hebei, which will become the third level of China’s economic development. On February 26, 2014, President Xi Jinping chaired a forum in Beijing and attached great importance to the coordinated development of Beijing, Tianjin and Hebei Province. He pointed out that we should adhere to the principle of complementing each other with win-win results and pushing forward solidly and speeding it out of a scientific and sustainable development path. It can be seen that realizing the coordinated development of Beijing, Tianjin and Jihai is an important issue before the three countries of the country, Beijing, Tianjin and Hebei and will bring the coordinated development of Beijing, Tianjin and Hebei up to the national strategy. This paper tries to sort out and analyze the composition, function and predicament of the participating subjects from the perspective of coordinated development of Beijing, Tianjin and Hebei Provinces. From the angle of establishing and improving the coordinative mechanism of Beijing, Tianjin and Hebei, Effective mechanism to contribute modest.
