“科技创新、制度创新要协同发挥作用,两个轮子一起转。”在全国科技创新大会、两院院士大会、中国科协第九次全国代表大会上,习近平总书记提出,要深化改革创新、形成充满活力的科技管理和运行机制,弘扬创新精神、培育符合创新发展要求的人才队伍。以这一要求为改革遵循和行动指南,我们才能扫除阻碍科技创新能力提高的体制障碍,让一切创新源泉充分涌流。
