各州、市人民政府,各地区行政公署,省直各委、办、厅、局,省属各大型企业: 1998年以来,按照中央的统一部署,我省煤炭工业采取了关闭非法开采和布局不合理矿井,深化煤矿安全专项整治和煤炭经营秩序整顿等方面的措施,煤炭行业的生产和经营秩序有所好转,煤炭生产供应基本上满足了国民经济和社会发展的需要。随着国民经济的快速增长,对煤炭的需求大幅增加,特别是自去年底以来,电煤供需矛盾突出,冶金、化工等行业用煤也相应紧张,能源瓶颈再次成为制约我省工业经济持续快速增长的主要因素。预计今冬明春和今后一段时期的电煤供应形势将更为严峻。
