“多数原则”和“保护少数”是近现代政治发展的两大核心理念。这两大理念的前提条件是成员享有普遍意义上的平等权。本文的讨论建立在丰富的民族教育实践层面和民族文化传承的现实场景中,试图凸显“多数”与“少数”在权利保障和权力占有上的非均衡状态和社会互动中的巨大张力。为此,本文提出“属人取向”、“属地取向”、“属物取向”三种致思路径,作为平衡“多数”与“少数”之间关系的实践策略。
The “majority principle” and “minority protection” are two core concepts of modern political development. The preconditions for these two concepts are that members enjoy a common right to equality. The discussion of this article is based on the rich practice of ethnic education and the inheritance of national culture in an attempt to highlight the huge imbalances and social interactions between the “majority” and the “minority” in the protection of rights and the possession of power tension. For this reason, this paper proposes three thought paths of “personal orientation”, “geographic orientation” and “property orientation” to balance the relationship between “majority” and “minority” Practical strategy.
