重庆市:加大财政引力帮助小微企业“爬坡过坎”近些年,重庆市紧紧围绕“就业”这个民生之本,组合运用创业直接补助、贷款贴息和风险补偿、基金引导等财政工具,扶持小微企业的发展。一是政策不断升级。先后出台创业补助、创业扶持贷款风险补偿、都市楼宇产业园租金补助、微型企业代理记账、政府采购协议供货等政策。二是投入不断加大。2010年以来累计安排47.8亿元,享受创业补助的微型企业达14.71万户;支持微企孵化园、创业基地、微企村建设229个,入驻企业达1.18万户。三是融资不断轻松。
Chongqing Municipality: Increasing Financial Gravity to Help Small and Micro Enterprises “Climbing Over the Hurdle” In recent years, Chongqing Municipality has closely followed the principle of “employment” as the basis of people’s livelihood. The direct subsidies for starting a business, loan interest subsidy and risk compensation are used in combination. Fund guidance and other financial instruments to support the development of small and micro enterprises. First, the policy of escalating. It has promulgated policies such as entrepreneurial subsidies, venture-backed loan risk compensation, rent subsidies for urban building industry parks, micro-enterprise agency accounting and government procurement agreement supply. Second, investment continues to increase. A total of 4.78 billion yuan has been arranged since 2010, with 147.1 thousand micro-enterprises enjoying subsidies for starting businesses; 229 micro-enterprises incubating parks, entrepreneurship bases and micro-enterprises villages have been set up and 11,800 enterprises have settled down. Third, financing continues to ease.
