为了调动科研、设计和大专院校等事业单位职工的积极性,按规定发放一些奖金是必要的。对个别确有发明创造和贡献大的人员,适当多发一些奖金,包括重奖,也是应该的。但据了解,目前有些事业单位按人头平均滥发奖金、补贴和实物的情况十分严重,并有继续发展的趋势。不少单位相互攀比,标准越来越高,名目越来越多,有的单位资金来源也有问题。如不加以控制,势必带来不良后果,引起连锁反应,对党风、社会风气的根本好转极为不利。为了有效地制止事业单位滥发奖金、补贴和实物,特作如下通知:
