高危人口的作案以纵火、爆炸、杀人、伤害、非法持有枪支弹药居多,往往不计后果孤注一掷采用极端手段危害社会,案件性质恶劣后果严重,社会负面影响巨大容易引发大面积社会恐慌。在目前形势下急需进一步加强对高危人口的社会保障与帮扶,完善对高危人口的管理制度,构建源头治理的防控体系,部门联动,深入开展群防群治。
The crime of arson, explosion, murder, injury and illegal possession of firearms and ammunition are often the most common crimes committed by high-risk population. They often endangered the society with extreme consequences regardless of the consequences. The serious nature of the case has serious consequences. The huge social negative impact can easily lead to widespread panic in society.
