手机媒体传播乱象的根本原因是把关不严,亟待逐步建立有效的把关机制。本文从监管层面、技术层面、产业层面分析手机媒体把关机制,提出监管层面:明确监管主体,建立统一融合性法律体系;技术层面:针对虚假垃圾信息泛滥、手机涉黄、侵犯版权等问题提出技术方案;产业层面:推进三网融合,健全手机媒体产业链,注重发挥行业自律和社会监督。
The fundamental reason for the chaos in the media of mobile phones is that it lacks control and calls for the gradual establishment of an effective check-in mechanism. This article analyzes regulatory mechanism of mobile media from regulatory, technical and industrial levels, and puts forward the regulatory aspects: clarifying the main body of regulation and establishing a unified and integrated legal system; and technical aspects: putting forward technologies for such issues as fake spam, mobile phone involving pornography, and copyright infringement Program; Industrial level: To promote triple play, improve the mobile media industry chain, pay attention to giving play to industry self-regulation and social supervision.
